Between emergency and development: The role and experiences of the multilateral system

The study focuses on the changing roles and experiences of the UN aid system and the development banks in transitional (inter-mediate) situations when development tasks interact with an emergency situation. It seeks to understand how the humanitarian and the development-oriented agencies have approached the special condition in such transitional situations, for what reasons, and with what consequences. Research was initiated in 1999 on this three-year project.
