Operasjonell kode som analytisk verktøy: Profilering av politiske eliter

Analyse av operasjonell kode en relativt ukjent metode i Norge, beskrives og demonstreres i denne artikkelen til mulig inspirasjon for fagmiljøet. Artikkelen belyser en av de mest benyttede kognitive variabler i profilering av politisk lederskap: den operasjonelle kode. En leders operasjonelle kode er en type belief-system hvor de filosofiske beliefs styrer lederens oppfatning av kontekst og de instrumentelle beliefs styrer oppfatningen av hva som er den beste strategi og taktikk for å oppnå politiske mål. I analysen av operasjonell kode benyttes en bestemt form for kvantitativ innholdsanalyse, «Verbs in Context System», hvor de filosofiske indisier representerer en leders oppfatning av den politiske arena og i hvilken grad denne formes av andre aktørers beliefs og handlinger. De instrumentelle indisier representerer en leders oppfatning av eget handlingsmønster, både nå og fremtidig. Artikkelen inkluderer en analyse av Hamas’ operasjonelle kode som illustrativt kasus.

Abstract in English: This article describes and demonstrates operational code analysis, a methodology that is not widely known in Norway, but in time may inspire to wider use by the academic community. The operational code is one of the most widely used cognitive variables in leadership profiles. It is conceptualized as a political belief system with philosophical beliefs guiding the diagnosis of the context of action and instrumental beliefs prescribing the most effective strategies and tactics for achieving goals. The Verbs in Context System measures operational code through quantitative content analysis of texts. Scores for the philosophical indices represent beliefs about the nature of the political system insofar as it is shaped by the actions and beliefs of other actors. Scores for the instrumental indices represent beliefs about how the actor should act in the international system. The article includes an illustrative analysis of the operational code of Hamas.
