Health worker crisis in Africa - a case for exceptionality?

The project is a background study for the Oslo Consultations on Human Resources for Health in February 2005. Question has been raised whether the current health worker crisis in Africa calls for some kind of exceptionality in terms of increased transfer of resources to the health sector. The project outlines a conceptual basis for such a discussion. Cooperating partner: UNDP SACI (Southern Africa Capacity Initiative), South Africa.
