    With the 2003 local government law Mozambique aims to radically restructure the provinces to deconcentrate resources and to improve local planning and service delivery capacities. The team of four worked with the Ministry of State Administration and UTRESP (Unidade Técnica para a Reforma do Sector Público) advising on crucial steps to achieve stated goals.
