This study investigates the incentives of garment producers in Bangladesh to increase the quality of their products in a situation with unsatisfactory reputation. Quality improvement are necessary to get access to the European market. We argue that the producers are caught in a 'prisoner's dilemma' or a quality trap situation. The study dicsusses various signalling activities to overcome this trap.
