This is the fourth report on Angola under the Country Advisor Agreement between NORAD and CMI. The reports consist of a part I synthesising and assessing recent information regarding political, economic and social developments. Part II focuses on topics of relevance for Norwegian development aid to be specified by NORAD. The focus of the first report was Angolan higher education and research capacity; the second the role of national and international NGOs in development; and the third development aid in a context of peace. The current report focuses on decentralisation.
