Conselhos locais e institucionalização democrática em Moçambique: dinâmicas e desafios
An analysis of the consultative councils, or councils of local representatives, in Mozambique. These councils appeared in the 2000s as an alternative mechanism of participation and representation in the rural areas where local elections are not held. The article argues that the ruling party, Frelimo, set-up the councils, and maintains them, with a strong degree of de facto party control.
