Monica Kirya

Lawyer specialising in governance, anti-corruption and development

Monica is a Principal Program Advisor at the U4 Anti-Corruption Resource Centre. She is interested in corruption in the health sector, particularly the Global Fund to Fight Aids, Tuberculosis and Malaria, as well as corruption in the Education Sector.

Her 2011 PhD thesis entitled “Performing good governance: Commissions of Inquiry and the Fight against Corruption in Uganda,” examined the role of aid conditionality and neo-patrimonialism on the appointment, process and outcomes of ad hoc public inquiries into corruption scandals in Uganda.

Monica previously taught at the Uganda Law Development Centre, Makerere University Faculty of Law and Cavendish University Uganda. She has been involved in Uganda’s Justice, Law and Order sector as an external facilitator and consultant to various government agencies, international organisations, development partners and NGOs, as part of which she has undertaken numerous research studies, evaluations and capacity building initiatives.

Monica holds an LLB degree from Makerere University Uganda and a Masters and PhD in Law from the University of Warwick, UK.
