"The aid architecture seen from below"
The concept paper seeks to outline and discuss key issues for a planned evaluation on “The Aid Architecture Seen From Below” to be commissioned by NORAD’s Department of Evaluation in 2011. Aid architecture is broadly defined as “the way international aid works” – in our case with an explicit focus on the interface between aid and local populations as its ultimate target group. In Chapter 2, the paper examines main lessons learnt on the basis of a select number of existing international studies; current approaches for local consultation among leading aid organisations and the author’s own experiences from Mozambique. In Chapter 3, a proposal for an analytical framework for the upcoming evaluation, key problems to be investigated and the practical organisation of the evaluation is given. The Concept Paper also includes a list of suggested literature.
