This report presents the findings, conclusion and recommendations of a mid-term evaluation of Norwegian People's Aid's (NPA) development programme in Cambodia. The programme support local partners in their efforts to influence political decision making through popular mobilisation and advocacy. The main objectives are to promote democratisation and a more just distribution of land and natural resources. The purpose of the evaluation is to provide recommendations for improvement in terms of program design and strategies, partnership cooperation and NPA's added value.
